In the 1990s, the need for turbocharged diesel engines as a means of less CO2 emission surged in line with the increasingly stringent emission standards, mainly in European countries. For this reason, in 1994 a production plant in Italy was opened for the European market, where the market for turbochargers was the largest in the world automotive market and was expected to grow in the future. In 1998 an engineering center was opened in Germany, and IHI Charging Systems International was established in conjunction with the Italian plant.
